@jt0dd somehow missed that. What I was trying to state was that the law probably won't be on your side unless you can prove you have done all you can to aid the situation. Looks though you have. re the collar - ultimately there's only so far you can go if you have an unreasonble neighbour. It's a matter of personal preference as to how far you need to go before getting in contact with the authorities.
