The Wikipedia article on [rabbit breeds](https://en.wikipedia.org/wiki/List_of_rabbit_breeds) lists two groups  American Rabbit Breeders' Association (ARBA) & the British Rabbit Council (BRC).  

Are these the only two groups for defining rabbit breeds?
